Hi, when I push the start on the snow blower it makes a "funny" sound like a high pitch winning but does not turn the engine over. I can hand crank the engine and the engine sounds great. Do I need a new starter which I hope not or do you think some has come off the starter?????????

the bendix on the starter is either stuck or broken. The bendix is a spring and rotation driven gear that rotates into the ring gear and starts the engine.

after sitting for a while it can rust into place and not engage the flywheel.
You must either remove the starter to try and fix it or you need to take it to
a repair shop.
